The only for seeable reason mr Hastings is allowed to compete is due to the fact that it keeps him centered and stops him brutalising guards and other cons. Paxton is known for an eerily calm demeanor most of the time which makes him even more evil. When Hastings is in the ring surrounding the ring are a number of armed guards to stop Paxton making any attempts to interface with the public or escape. Paxton is confined to a straight jacket at all times and is wheeled to the ring. Once in the ring he is freed from his jacket to compete. Many Men in wrestling portray psychopaths and do it well. Paxton Hastings does not need to portray a psycho as he is one. The only thing Paxton Hastings appears to care about is a cockroach he keeps alive in a jar. It is of course the only thing he cannot kill so he calls it his new toy.
