I know I've been here for a while but I have a question, to rep someone, or take off some rep, how do you do so, and how do you earn it, like I'm confused about it

In the right hand corner of every post there should be a + and a -
Click the + to rep the person, or the - to take a rep point away

Clicking + gives a rep point, but due to abuse of the - button, clicking that doesn't subtract from their rep. + clicks add a green bar to a post, - clicks add a red bar. If someone clicks + and someone clicks -, the bar would appear half/half. etc
